Alison Viney has been Chief Executive Officer at HealthQuest for many years.
HealthQuest is the Government Medical Office about which there have been serious complaints of human rights abuses and Soviet- style psychiatry for years. These abuses have not stopped, despite recent 'changes' which allegedly made HQ more 'transparent'. A recent case with documentary proof shows that Dr Peter Dodwell is operating on the same lines as Drs Gapper and Jagger before him.

Having studied the law, Alison Viney is well aware of human and civil rights legislation. For example:

No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.
Imagine, to be certified insane, as was a Vietnamese migrant who arrived here hoping for a better life....falsely certified by Dr Helia Gapper and Dr Helen Jagger of HealthQuest with schizophrenia - that old Soviet favourite. Right under nose of, and with the full knowledge and consent of HealthQuest CEO Alison Viney. What worse torture and degrading treatment/punishment could there be? His life was ruined forever. She cannot deny knowledge: the correspondence is all there, received by various people, showing her signature; she is also the HealthQuest Freedom of Information Officer. She had full knowledge of this atrocious thing going on - yet she did nothing to stop it. There must eventually be an inquiry into HealthQuest and many past victims are counting on a change of government in March 2007 to fully expose the State Labor Government's corrupt practices.

Everyone has the right to an effective remedy by the competent national tribunals for acts violating the fundamental rights granted him by the constitution or by law.
An effective remedy? For the HealthQuest victims prior to the small changes made in 2000 or so, there was NO effective remedy.
HealthQuest claimed it had an 'appeals panel'. Whistleblowers who were victims of HealthQuest naturally appealed their fraudulent 'retirement certificates'. They requested to be permitted to appear before the 'panel'. They requested to know the names of the 'doctors' on the panel. Eventually Freedom of Information requests proved that there was NO SUCH PANEL. No panel ever met. There were no members of any panel. The whole thing was a fraud. The only person at the M.A.P. was the secretary who organized for the poor whistleblower to either go and see an alternative 'willing' psychiatrist - or not - but regardless, to be re-certified, sometimes with an additional psychiatric 'label'.
There was no effective remedy then, and there is no effective remedy now.

This article shows how the state government has placed judges in the IRC and ADT who are willing to toe the government line and not give justice to HealthQuest whistleblowers, one of whom, has been attempting to get justice in court for the past nine years.
Article 10 Everyone is entitled in full equality to a fair and public hearing by an independent and impartial tribunal, in the determination of his rights and obligations and of any criminal charge against him.
HealthQuest circumvents any 'need' for a proper hearing of the whistleblowers's concerns in the workplace. As soon as he/she has rocked the boat and annoyed fellow workers, he/she is referred to HealthQuest where willing doctors certify the person unfit. HQ stopped issuing 'certificates of insanity' in about 2002. These days, instead, they simply issue a letter stating the person is unfit for work. Health Minister John Hatzistergos recently lied in a letter to a local member of Parliament when he stated HealthQuest never issued these certificates. Copies of some of them can be found on Indymedia. However, Freedom of Information requests have dug up proof that doctors at HealthQuest are still stating that public servants have 'personality disorder' and other such conditions that merely mean 'We don't like the way you think, therefore you must be mad'.
Article 12 No one shall be subjected to arbitrary interference with his privacy, family, home or correspondence, nor to attacks upon his honour and reputation. Everyone has the right to the protection of the law against such interference or attacks.Attacks on people's privacy, family, home, correspondence, honour and reputation have been the norm at HealthQuest for years. And Alison Viney, as CEO and FOI officer, has been well aware of this.
Article 19 is the one most violated by the bullies of the N.S.W. public service:
Everyone has the right to freedom of opinion and expression; this right Includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.
Dare to have a different opinion....and off to HealthQuest you go.
Article 23 Everyone has the right to work, to free choice of employment, to just and favourable conditions of work and to protection against unemployment.
Yes, Alison Viney has been well aware of all the violations of human and civil rights at HealthQuest. Her job has been to keep HealthQuest doctors 'within the letter of the law' so that they can, while committing what would in most countries be considered serious crimes and corrupt conduct, avoid prosecution. Those who have managed to get their cases before the courts have had them dismissed by Labor Government-friendly judges.

Dozens of whistleblowers who have had their lives destroyed by HealthQuest over the years have complained to the ICAC with no result. Their complaints are always rejected no matter how compelling the evidence. I wonder if any of those W.B.s were assisted by the L.R.O. You can't help but wonder whether Alison Viney, as C.E.O. of HealthQuest, had a conflict of interest in dealing with the ICAC.
Most of you have heard of the Gerard Crewdson case: working with disabled people, he reported mistreatment and assault, was sent to HealthQuest to be forever silenced, and has been in court attempting to get justice for nine years. Gerard now has a case in the Supreme Court of New South Wales. My understanding is that he accuses the Industrial Relations Commission of improper conduct in relation to his case.
Representing the Industrial Relations Commission is none other than the LEGAL REPRESENTATION OFFICE - of which Alison Viney is the Director.

The role of the Legal Representation Office (LRO) is to:
provide independent legal assistance and representation to witnesses in relation to their involvement with the Police Integrity Commission and the Independent Commission Against Corruption; and
provide legal representation to witnesses before Royal and Special Commissions of Inquiry.
Why on earth then, is the LRO being used by the N.S.W. state government to defend its Industrial Relations Commission in the Supreme Court? Indirectly, the LRO, then, is being used to defend HEALTHQUEST PRACTICES because this is what the Gerard Crewdson case has been all about - see the Austlii website for summaries of all Gerard's cases. And Alison Viney is Director of the Legal Representation Office as well as Chief Executive Officer at HealthQuest!
Should there be a change of government in March 2007, unravelling this web is going to be a huge undertaking. The sacking of all leading public servants needs to be a priority.

I wonder if being appointed a magistrate is some kind of reward for her years of service to the N.S.W. government at HealthQuest. Where would the government have been without HealthQuest to assist in sacking its whistleblowers, ruining their lives and destroying their chances of future employment by labelling them with a mental illness they don't have? What better way to silence someone than by saying they are 'mad'? Who will then believe their story of corruption in the workplace? Many committed suicide: the ultimate silencing of dissent.
The June 2005 Newsletter of HealthQuest, which is aimed at employers in the government sector contains a very sinister statement:"To ensure you are obtaining the services you need from HealthQuest and to discuss those occupational health issues which just will not go away at all, clients are being contacted to arrange a meeting time with our CEO Alison Viney, please take this opportunity to ensure you are getting the most out of your occupational health provider. In addition over the last 12 months our CEO has addressed larger groups of HR managers. Topics of interest have included Getting the Most from your HealthQuest Referral, What Happens at the HealthQuest Examination and When is the Right Time to Refer to HealthQuest?
On this occasion, then, none other than Alison Viney was mingling with the State Public Service employers and top public servants who have been proven to have used HealthQuest to give them an excuse to forcibly 'medically retire' troublesome employees and thus avoid unfair dismissal laws.
HealthQuest claims to be 'independent', yet in the June 2005 report Viney talks of HealthQuest's 'clients'. These are the public sector employers. HealthQuest's 'clients' are not the persons referred to HealthQuest for dodgy 'assessments' following workplace problems. If the 'clients' are paying HQ, then it is not independent.
