1) In 2005 Australia signed UNCAC treaty including undertakings to now start to protect its whistleblowers, and giving UN right to recover assets from Australian corrupt officials

It is now many years since the parties to these matters and the public were first appraised of facts and documents of these cases, including your joint actions:  reliance on a HealthQuest fraudulent retirement certificate, denial of my rights to natural justice throughout, and manufacturing a discriminatory “medical retirement” – all from behind closed doors while your officers ignored the plight of the aboriginal students TAFE mgrs unlawfully booted out of Kempsey TAFE’s Djigay Centre.  The cost to the public purse rose exponentially each year.  Documents in all of our offices are now on the web including those I filed and served to your legal reps as at 17 August 2007.  These as you are aware are set down for hearing in ADT.

I approach you personally on the chance that the departments involved may genuinely wish to address the issues and conciliate.  As is shown below, as I do not have legal representation non-lawyer parties to litigation may communicate freely especially to expedite matters: 
“Lawyers' Professional Responsibility in Australia and New Zealand" By G. E. Dal Pont.  LBC Information Services, 1996:  "Lawyers are professionally, though not legally, prohibited from communicating orally or in writing with the person whom they know is represented by another lawyer in the matter without the latter's consent. …  The rationale for the prohibition on communicating with the client of another lawyer does not prevent a direct approach to another party from a client as opposed to his or her lawyer."

The option of settling is available, and always has been.  Unfortunately, when in the past we individuals communicated hopefully to reach finality, those communications died:  recently HealthQuest’s CEO Mr Trevor [sic should be Steven] Davison’s communications with me re possible conciliation have stopped and my communications to him are now also ignored and unanswered. 

The impression is that your organizations do not genuinely seek to settle/conciliate, seeking instead more court proceedings.  If that is so, it appears to be further waste of time and money to proceed exploring conciliation/settlement options, not only for me, but for the public purse funding your organizations and Crown Solicitor’s Office.  However, it would be a pity of this was not your personal stance and the option of fair remedy and conciliation was a genuine possibility but wasted 

Do you wish to address past outstanding issues and settle?  In the interest of efficient monitoring of public resources I ask for your personal reply within 10 days of the date of this letter.  To ensure that I receive your reply, and as soon as possible, would you please communicate your answer by certified delivery addressed to me at the above address.

I refer to the mediation to be held before Ms Zita Antonios. Administrative Decisions Tribunal member at 10.00 am on 3 October 2007.

As part of the preparation for the mediation and to enable me to obtain instructions can you advise me about your capacity to pay the outstanding costs orders in Industrial Relations Commission proceedings nos. 7143 of 2003 and IRC 2134 of 2000 and District Court proceedings no. 6816 of 1999.
