IF 2 OR MORE ARE RESPONSIBLE FOR THE SAME PROBLEM NO-ONE IS RESP
CORRUPT GOVERNMENT PROCESS
If 2 or more departments are responsible for the same problem no-one is responsible.
Originally we had Ombudsman's Office and Audit Office and Premier's Office. They could all refer criminal allegations to DPP.
If they performed their duties to the public who funded them, they could have been effective. They did not.
They did not, and do not, act against their brother departments.
Public reported that one department self-excused itself from applying the law to its brother department saying it was a "CONFLICT OF INTEREST" to do so.
When the it was becoming clear to the public that the Ombudsman's Office and Audit office and Premiers office ignored government corruption, to create an illusion that it was doing something NSW premier set up ICAC.
ICAC Act allows it to self-determine to do nothing!

self-judges itself every year and publishes that it
has done its work. In fact it either
* 'flicks' the complaints against government department/managers/CEO's out of its office then publishes that it is (self-judged) as perfect and able.
*or "Closes" the file and then publishes that it has done all its work and is perfect and able.
When Chelmsford atrocity was public knowledge our corrupt 'system' did not charge a single psychiatrist or doctor, instead it set up the Health Care Complaints Commission and also gave it the power to ignore all criminal and corruption reported to it.
That leaves us paying billions to fund non-functioning departments including Premier's Dept, Ombudsman's Office, ICAC, HCCC.
Of course the Attorney-General's department must also act deaf/dumb/blind/incapable otherwise they might setp on the toes of its brother departments/M-D/ ministers etc.
With the billions spent avoiding to do simple work, but terrorising whistleblowers, there is not enough money for the people's health, education, transport departments.
